Amendment to Vehicle Registration, RPPL 7-36 2007

SEVENTH OLBIIL ERA KELULAU

AN ACT


To amend 42 PNC, Section 207 to require all vehicle owners who renew their registration thirty (30) days past the vehicle registration date to be charged a ten dollar ($10.00) fee when renewing the vehicle registration; to authorize and enact a Continuing Budget Authority for the month of November of Fiscal Year 2008; and for related purposes.


THE PEOPLE OF PALAU REPRESENTED IN THE OLBIIL ERA KELULAU DO ENACT AS FOLLOWS:


Section 1. Legislative Findings. The Olbiil Era Kelulau finds it necessary to require all vehicle owners who renew their registration past the vehicle registration date to be charged double the applicable registration fee when renewing the vehicle registration. The Bureau of Public Safety spends valuable time and resources on policing expired vehicle registrations. This has become cumbersome and a strain on the Bureau's resources. By penalizing those who register their vehicles late, vehicle owners will have an incentive to register their vehicles in a timely fashion freeing up the time and resources of the Bureau of Public Safety. For these reasons, the Olbiil Era Kelulau finds it appropriate to charge all vehicle owners who register their vehicles late a double registration fee.


Section 2. Amendment. Title 42 of the Palau National Code, Section 207 is hereby amended to read as follows:


"§ 207. Expiration and renewal.

Every vehicle registration under this chapter shall expire one year from the date of the registration and shall be renewed annually upon application by the owner and by payment of the fees required. Any vehicle owner who renews their registration thirty (30) days past the vehicle registration date shall be charged a ten ($10.00) dollar fee when renewing the vehicle registration. However, any vehicle owner who renews their registration past the vehicle registration date who can prove through bills, receipts, or other forms of documentation, that the late registration is due to mechanical repair or any other reasonable justification to be determined by the Director of the Bureau of Public Safety, shall only be charged the applicable registration fee when renewing the vehicle registration."


Section 3. Continuing Budget Authority. Pursuant to 40 PNC § 327 as amended by RPPL 6-11, there is hereby authorized and enacted a Continuing Budget Authority for the month of November of Fiscal Year 2008. The funding levels authorized for all regular budget activities are the same as those contained in the Fiscal Year 2007 Budget. This Continuing Budget Authority shall begin on November 1, 2007 and expire on November 30, 2007. This Continuing Budget Authority shall take effect on November 1, 2007 upon its approval by the President of the Republic of Palau, or upon becoming law without such approval.


Section 4. Effective date. This Act shall take effect upon its approval by the President of the Republic, or upon its becoming law without such approval.
