Hall of Fame Act, RPPL No. 9-31 2014

PALAU


A BILL FOR AN ACT


To amend Title 19 of the Palau National Code to add a new Chapter 5 which shall be known as the "Hall of Fame Act", and for other related purposes.


THE PEOPLE OF PALAU REPRESENTED IN THE OLBIIL ERA KELULAU DO ENACT AS FOLLOWS:


Section 1. Legislative findings.
The Olbiil Era Kelulau finds that the Republic of Palau is the home of many outstanding talents and personalities. In various fields, such as sports, arts, literature and music, the achievements of Palauan citizens reflect the proud and flourishing culture of the Republic. The Olbiil Era Kelulau recognizes the need to honor contributions in the aforementioned fields and finds that cultural achievements contribute significantly in shaping the way the Republic of Palau is perceived, within itself as well as abroad. The Olbiil Era Kelulau therefore finds it appropriate to create a "Hall of Fame" within the National Museum of Palau, in which outstanding personalities of sports, arts, literature and music shall be honored and through which the Republic expresses its respect for the great achievements of those individuals.


Section 2. Amendment. Amend Title 19 of the Palau National Code to add a new Chapter 5 as follows:


"§ 501. Short Title.

This Act shall be known and may be cited as the "Hall of Fame Act".


§ 502. Definitions.


(a) "Extraordinary achievements" means achievements that contribute to the advancement of the respective field as well as to the positive perception of the Republic of Palau within the Republic and abroad.

(b) "Hall of Fame" means a designated space within the Palau Museum which shall contain trophies or memories honoring individuals for their extraordinary achievements.

(c) "Palau Museum" means the museum created pursuant to Chapter 2 of Title 19 of the Palau National Code.

§ 503. Hall of Fame.

There is hereby created a "Hall of Fame" within the Palau Museum.


§ 504. Hall of Fame Board

(a) There is hereby established a "Hall of Fame Board" consisting of five (5) members appointed by the President and confirmed by the Senate. Appointments shall be made for a term of three (3) years, provided that prior membership on the Hall of Fame Board shall not constitute disqualification for reappointment.  Any vacancy on the Hall of Fame Board shall be filled for the remainder of the unexpired term in the same manner as the original appointment.  Members of the Hall of Fame Board shall serve without compensation, but shall be reimbursed for expenses, including travel expenses, necessary for the performance of their duties.  Members of the Hall of Fame Board serve at the will of the President.

(b) The Hall of Fame Board shall select from among its members a chairman.  Three (3) members of the Hall of Fame Board shall constitute a quorum for carrying out the business of the Board.

(c) The Hall of Fame Board shall hold regular meetings every twelve (12) months and shall hold special meetings when called by the chairman or the President.  

(d) The Division of Cultural Affairs shall render all necessary technical assistance required by the Hall of Fame Board in fulfilling its duties.

§ 505. Powers and Duties of the Hall of Fame Board.

The Hall of Fame Board shall:


(a) Designate individuals to be honored in the Hall of Fame.

(b) Establish policies and criteria to be used by the Hall of Fame Board in designating individuals not inconsistent with this Act.

§ 506. Designation of Individuals.

The individuals designated by the Hall of Fame Board shall be:


(a) citizens of the Republic of Palau

(b) chosen to be honored due to their extraordinary achievements in the field of sports, arts, literature or music.

§ 507. Palau Museum.

After the designation of individuals, the Palau Museum shall display material honoring the designated individual.


§ 508. Funding.

Funding for the Hall of Fame shall come from within the general budget of the Palau Museum.


§ 509. Rules and Regulations.

The Hall of Fame Board shall promulgate rules and regulations in accordance with this Act and shall coordinate its efforts with the Palau Museum."


Section 3. Effective date.
This Act shall take effect upon its approval by the President of the Republic of Palau, or upon its becoming law without such approval.
